The Middle East has some of the best mobile infrastructure on the planet and some of the most aggressive restrictions on what you can do with it. Both facts matter when you're choosing a plan.
How Middle East works for mobile data
Gulf states in particular have poured money into networks. The UAE, Qatar and Saudi Arabia have near-universal 5G in populated areas, and speeds in Dubai or Riyadh routinely beat what you get at home. Coverage extends along the highways and into most of the desert resort areas.
The catch is regulatory, not technical. The UAE, Qatar, Oman and Saudi Arabia all restrict VoIP calling to varying degrees — FaceTime audio, WhatsApp calls and Skype are blocked or throttled on local networks. This is the single most common surprise for visitors, and it is enforced at the network level, so it applies to a travel eSIM exactly as it applies to a local SIM.
A travel eSIM roaming through an international gateway sometimes routes around this, but you should not buy one on that assumption. Plan on messaging apps working for text and not for calls, and use hotel Wi-Fi or a VPN for voice if it matters.
Outside the Gulf, the picture changes. Israel has excellent, cheap, competitive data. Jordan is solid in Amman, Petra and Aqaba, and thins across the eastern desert. Turkey — which sits in this cluster for most travellers even though it straddles two continents — is one of the cheapest data markets anywhere at around $0.44 per gigabyte.

Single-country or regional?
One Gulf state
Buy the single-country plan. UAE, Qatar and Saudi plans are individually cheap and a regional plan buys you nothing if you're not crossing borders.
Dubai plus Oman by road
This is the one genuinely common overland crossing in the region. A regional plan avoids buying a second eSIM at Hatta.
Israel and Jordan together
Extremely common as a combined trip, but the land crossings are slow and you'll have time to activate a second eSIM. Two country plans usually cost less.
Multi-stop Gulf business trip
Doha, Dubai and Riyadh in one week is where a regional plan earns its premium — three activations is three chances for something to go wrong at an airport.
How much data to buy
Gulf trips are usually short and business-shaped: maps, email, ride-hailing and a lot of WhatsApp. 3 GB covers a week comfortably. Bump it if you're relying on mobile data for video calls because hotel Wi-Fi is unreliable — though remember VoIP may be blocked regardless.

Does WhatsApp calling work on a Middle East eSIM?
WhatsApp messaging works everywhere in the region. Voice and video calling are restricted on local networks in the UAE, Qatar, Oman and Saudi Arabia — the block is applied by the network, so it affects travel eSIMs the same way it affects local SIMs. Text messaging, photos and voice notes are unaffected.
Which Middle East country has the cheapest eSIM data?
Turkey, at roughly $0.44 per gigabyte, is by some distance the cheapest in the cluster. Israel is next at around $0.90. The Gulf states cluster between $1.30 and $1.45 per gigabyte, which is still inexpensive by global standards.
Do I need a separate eSIM for Dubai and Abu Dhabi?
No. Both are in the United Arab Emirates and covered by the same UAE plan. You only need a separate plan if you cross into another country such as Oman or Qatar.
Will my eSIM work in the desert?
Along the main highways and at the established desert camps in Wadi Rum, the Wahiba Sands and Liwa, yes. Deep desert and off-road routes drop out. Download offline maps before leaving the tarmac.
Is 5G available on travel eSIMs in the Gulf?
Yes, where your device supports it. UAE, Qatar, Saudi Arabia and Bahrain all have extensive 5G, and travel eSIMs roam onto it on the same terms as local subscribers.
Can I use a Middle East eSIM in Turkey?
Only if Turkey is listed in that specific plan's coverage. Turkey is often excluded from Gulf-focused regional plans because it is priced as a European market. Check the coverage list, or buy a Turkey plan separately — it's cheap.
