Portugal is one of the easier European countries to stay connected in. Lisbon and Porto have dense 5G, the Algarve is well covered end to end, and even smaller towns generally hold solid 4G. The gaps are specific and predictable — which makes planning straightforward.
Why not just use roaming?
If you are travelling from another EU country, you probably do not need anything. EU roaming rules mean your home plan works in Portugal at domestic rates. Skip the rest of this guide.
If you are coming from the US, UK, Canada, Australia or anywhere outside the EU, roaming typically runs $10–15 per day. A week in Lisbon costs more in roaming fees than the flight upgrade. A Portugal eSIM starts at a fraction of that and installs before you leave home.
Portugal's mobile networks
Three carriers cover the country:
- MEO (Altice) — the largest network, best rural and interior reach, strong in the Douro and Alentejo
- NOS — excellent urban 5G, particularly Lisbon and Porto
- Vodafone Portugal — strong coastal and Algarve coverage, good in Madeira
Travel eSIMs connect through one or more of these. For city-focused trips any of them is fine. If you are heading into the interior — Serra da Estrela, the Alentejo backroads, the upper Douro — a plan routing through MEO is the safer bet.
Coverage by region
Lisbon — Comprehensive 5G. The only weak spots are deep inside the Metro tunnels between stations, and occasionally in the narrow streets of Alfama where the hills block signal.
Porto — Strong 5G throughout the city and along the Douro riverfront. Good coverage in Vila Nova de Gaia and the port lodges.
The Algarve — Well covered from Lagos through Faro to Tavira. Beaches below the cliffs at places like Praia da Marinha can drop to weak 4G, but nothing that will strand you.
Sintra — Fine in the town, patchy on the trails between Pena Palace and Quinta da Regaleira. The forest and elevation combine badly.
Douro Valley — This is the real gap. Signal follows the river and the main roads; drive up into the terraced vineyards and it disappears. Download offline maps before you go.
Serra da Estrela and the interior — Expect genuine dead zones. Coverage returns in the towns.
Madeira — Better than most visitors expect. Funchal has full coverage, and the main levada walks are mostly usable. Higher-altitude routes around Pico do Arieiro lose signal.
The Azores — Coverage on São Miguel is solid around Ponta Delgada and the main sights. Smaller islands and crater trails are inconsistent. Confirm your plan explicitly covers the Azores — some Europe-wide plans exclude the outermost regions.
How much data do you need?
Portugal is a maps-and-photos destination rather than a streaming one. Most travellers overbuy.

Portugal-only or Europe-wide?
If Portugal is your only stop, buy a Portugal plan — it will be cheaper per gigabyte.
If you are combining Portugal with Spain, which many people do via Seville or Badajoz, a Europe regional plan covering 30+ countries makes far more sense than two separate purchases. Setting up before you fly
Install at home, on Wi-Fi, a day or two before departure. The profile downloads then but does not start counting data until it connects to a Portuguese network.

Practical tips for Portugal
- Download offline maps for the Douro and Sintra before you go. Both have gaps and both are places you will genuinely need directions.
- Keep your home number active for two-factor codes. On an iPhone 13 or newer you can run both lines at once — see the dual SIM guide.
- Trains and metro — the Lisbon Metro has coverage in stations but not consistently between them. Load your route before descending.
- Tolls on the motorways are electronic and some rental car apps need data at the barrier. Do not rely on being connected at a remote toll gantry.
- Restaurant bookings in Lisbon and Porto increasingly run through WhatsApp rather than phone calls, which works fine on a data-only eSIM.
